Born in the town of Ascension, Location of General Arenales, 22 January 1965. Son of Andrés Meoni and Esmeralda Traverso, both in the city of Junín.
He is married since 1991 with Laura Oliva, who is the father of twins, Felipe and Robertino.
Very young began to work and also military in politics, always in the ranks of the Radical Civic Union.
In 1987 he was named employee of the National Food Programme (Pan), Ministry of Social Action of Argentina, during the presidency of Dr. Raul Ricardo Alfonsin.
From 1991 to 1995 he was a councilor for the Radical Civic Union Party of Junín.
From 1995 to 1999 he was deputy secretary of the Bloc of National Deputies of the UCR.
From 1999 to 2003 he was deputy provincial UCR in the Chamber of Deputies of the Province of Buenos Aires. During this period was second vice president of his block.
After several occasions presented as candidate for mayor of the town of Junin, March 30, 2003, won the UCR internal to the official candidate by 3,961 to 3,847.
Meanwhile, on Sunday 14 September 2003, was elected Mayor of the city of Junín with 38.34% of votes (16,836), ahead of more than ten points to the Peronist candidate and more than twenty points the candidate who finished third.
Therefore, from the December 10, 2003, is mayor of the city of Junín.
